Almuñécar - New Health Centre Opens

Almuñécar's new health centre has opened. Located in Calle Chinguetti, it is next to the new Puerta del Mar secondary school and the Francisco Bonet sports stadium. Málaga – More Guardia Civil

There are now 114 more Guardia Civil officers based in Málaga province, and they have been allocated to Vélez-Málaga, Coín, Marbella, Ronda, Antequera, Málaga city and Málaga airport. This is in addition to the eighteen new officers who were sent to the province last month. The total number of Guardia Civil in Málaga is now 1,901.

Costa del Sol - Hotel Strike Confirmed

A total of 500 trades union delegates from the hotel and catering sectors have overwhelming approved a call for 14 days of strike action in June, July and August (CDSN May 18 -24). Speakers at the meeting held in Málaga talked of the employers "intransigence" in responding to workers' claims for improved conditions. The action campaign will began with a 30 minute demonstration in the workplace on Monday, June 5, followed by the first four days of full stoppages by over 12,000 staff from June 22 to 25.

Vélez Málaga – Luxury Council Houses

Environmentalists and political groups are among those who are opposing Vélez-Málaga council's scheme to build luxury housing on land at the mouth of the Vélez River, and they are urging the Junta de Andalucía not to give into pressure to approve the project. The regional government considers that the land should be for hotel use only.

Ardales – New Golf Course

Ardales Council is reported to have been paid 600,000 euros in advance of approving a golf and residential development which would quadruple the size of the local population and would take up more space than the existing village. The project, which is for a golf course and almost 2,000 homes, is also planned on land not zoned for building. It was approved just one week before a new land law came into force that prohibits advance payments for construction agreements. The mayor of Ardales, Salvador Pendón, is also the president of the Málaga provincial government.

La Línea – Rising Housing Prices

La Línea records a leap of 14.64 per cent in house prices that beats Veléz-Málaga and Torrox into second and third places with their rises being 14.56 and 14.2 per cent respectively. However La Línea is still in the catch up mode when it comes to the price of property per square metre. The survey shows that as of March 31 of this year the price of a new, unoccupied property in the border town was 1,918 euros per square metre whilst in the province the most expensive was Rota with 2,268 euros.

Elsewhere in Cádiz the town’s of Barbate (2,134 euros per square metres), San Roque (2,074), Chipiona (2,033), Conil (1,997) and Chiclana (1,963) were all more expensive that La Línea. In Andalucía generally the average rise in the first three months of this year has been 8.83 per cent, compared with the figure for 2005 of 11.25 per cent. The average price per square metre in the region is 1,641 euros.

Estepona – 12 Million Euros Unaccounted For

The Accounts Tribunal appears to have detected that 12 million euros are unaccounted for in the accounts of Estepona's former municipal companies. The Tribunal is studying information dating back to the time when Jesús Gil Marin was mayor, between 1995 and 1999, to ascertain the origin of 24 million euros that were allegedly unaccounted for among the municipal companies and the town hall. The companies in question have now been dissolved, and the Tribunal is asking their former administrators to pay guarantees of three million euros. Two of the administrators hold posts on the present council: deputy mayor Ignacio Crespo and the councillor for tourism, Antolín González, both of whom are members of the Partido Estepona (PES) party. If they fail to pay the money, it is likely that their assets will be embargoed. The third former administrator is ex-councillor Victor Sánchez Pinacho (Partido Popular), who is said to have already paid a guarantee to the Tribunal, but whose assets could also be embargoed if his former colleagues do not do the same.

Manilva - Is Disney Coming To Town?

The Marbella Guide reports that as has been widely speculated for a while, it appears that Disney is drawing up plans for a new theme park on the Costa del Sol. Sites being sought are mainly in the Manilva area as access is very good and there is space available. Disney officials have been discussing issues with the Manilva authorities and speculation is that there will be a summer camp opening first, followed eventually by a Disney theme park.

If this does materialize, the effect on southern Spain will be immense; regeneration of the whole area with the rental market recovering for holiday rentals as well as longer term rentals for the vast array of staff which would be required to keep the park open. Apparently a deal would be negotiated, with Disney expected to contribute to the cost of a new motorway from Seville to the Costa del Sol.

Disney had planned to build a theme park in Southern Spain in the late 1980’s, with the final sites narrowed down to Paris and Estepona. Paris was eventually chosen largely because of better infrastructure, but the site in Paris has been plagued with bad weather and cultural differences.

. Nerja – Modification Of Urban Plan

As Nerja continues to reel from the shock inflicted on it by the region’s Plan de Ordenación de Territorio (POT), 22 local organisations have unified to fight for its modification. The POT defines development plans for the next decade and has, amongst other changes, effectively erased Nerja’s promised golf course from the map.

The new collective was announced at a press conference last week and includes representation from political groups, including the PSOE, which runs the Junta de Andalucía, and the Partido Popular, which runs Nerjas’ Town Hall, plus the Partido Andalucista. Also participating are trades unions, the local associations of businesses and communities, the tourism sector, residents’ groups and other social organisations. The “Plataforma Nerjeña para la Modificación del POT” has chosen as its coordinator Manuel Valderrama who owns land in la Loma de las Cuadrillas, one of the areas strongly affected by the POT, and it claims to represent the interests of 90 per cent of the town’s population.

Sr Valderrama said that the group’s principle objective was to fight for a return to the POT as outlined in May 2005. This would lift restrictions on the Rio de la Miel and Cantarriján areas to the east of the municipality and clear la Coladilla for the golf course development. He said the POT should include the proposed marina, adding that the ports authority had described Nerja as the ideal location. The collective is trying to arrange early meetings with public works coordinators at both provincial and regional levels, while a second meeting was due to be held in Maro this week to explain implications of the POT to residents.

Málaga Airport - Increase In Passenger Numbers

The number of passengers using Málaga Airport in April rose by 11.6% compared with the same month last year, to more than 1.1 million. During the first four months of this year 3,526,638 passengers used the airport, which is an increase of 4% on the same period in 2005. The statistics show that most people arriving or departing on international flights in April were British, (442,652), followed by Germans (111,624) and Irish (52,774).

Marbella – Police Numbers Increased

Marbella's management commission has decided to increase the number of police officers in the town and San Pedro. Eight officers who were previously bodyguards for town hall officials now return to normal duties whilst other police units are being reorganised.

Manilva – Apartments Demolished

A Manilva apartment block has been demolished after being built on a green zone. This is the first time that a mayor has ordered the knocking down of such a development on the coast. The six apartments were on the Cortijos Altos urbanisation in El Hacho, and whilst they were completed they had not been sold.

Manilva – Land Expropriation

Manilva Council has decided to expropriate 14,000 square metres of land in Castillo de la Duquesa, so it can build council homes on the site. Some of these will be used to re-house the occupants of 15 properties which are being demolished because they are too near the beach. The plans also include an archaeological centre, which will be responsible for protecting and maintaining local historical buildings. The castle and its surroundings have been declared of Cultural Interest by the Junta de Andalucía.

Alhaurín de la Torre – Property One Metre Too Tall

Construction of a property in the Alhaurín de la Torre urbanisation of El Lagar has been suspended by the council because it exceeds height regulations by one metre. Several people living in the area had reported the building to the Town Hall as being too tall, and the IU political group is accusing the council of having granted a licence for a building which does not comply with the law. The council denies this, and points out that the licence was granted in January 2005, and when the first inspection took place in March no irregularities were evident. A second inspection in April, however, did show that the house was a metre higher than it should have been, although local residents and the IU insist that it is actually two metres too tall. Opposition politicians are now calling for the council to issue a demolition order on the building, and other people who live in the area are considering reporting the matter to the Public Works Department of the Junta de Andalucía and the Environmental authorities.

Alhaurín el Grande – 1,500 New Homes

A project to build 1,500 properties in the Barranco Blanco area of Alhaurín el Grande has just been approved by the council, after being blocked for thirty years. The homes will be constructed in the style of a traditional Andalucían village on a one and a half million square metre site and the mayor of Alhaurín, Juan Martín, says the development will be in keeping with the environment. The area, on the left hand side of the road between Venta Los Morenos and Coín, is currently occupied by only a few isolated houses, and for the local authority this project is an important part of its plans to develop residential tourism in the municipality. In recent years there has also been massive construction around Alhaurín Golf, on the road between Alhaurín and Mijas, and more projects are planned in nearby La Mota area.

Costa del Sol - Strike Action By Hotel Workers

The Tourist sector is set to be severely disrupted by 14 days of strike action by Malaga hotel workers. Trades unions have announced dates for the walkouts after talks with management broke up last week without agreement.

The UGT and CCOO unions said that their members in the province of Málaga would be called out on various dates over the next three months, subject to the approval of a meeting of delegates which was scheduled last week. The days on which employees in hotels and tourist apartments will stop work are June 22 to 25, July 20 to 23 and August 1 to 6, with a demonstration outside places of employment likely on July 1.
The action will involve 12,000 of the two unions' 35,000 strong membership in the province.

While agreements on pay have already been reached with restaurant and function room owners, as well as with those employing personnel on beaches, no such accord has been forthcoming with those operating hotels and apartments, represented by the Patronal Hotelera de Costa del Sol, on a deal for chambermaids, cleaners, receptionists and other staff. Amongst union demands are a rise of 25 euros per month and overtime of 175 per cent of salary for those who have to work on public holidays.

Marbella – Will Owners Be Evicted?

The committee which is managing Marbella Town Hall following the dissolution of the council has warned that the occupants of some properties which are deemed to be illegal could be evicted. The committee has been enforcing orders issued by the Andalucían Supreme Justice Tribunal to suspend construction of developments which do not conform to the 1986 Urban Plan, which is the only one recognised by the Junta de Andalucía, but it has run into a problem because many of the developments have already been finished and the properties are occupied.

According to Rafael Duarte, the committee member responsible for town planning matters, the properties which are subject to the suspension orders have no First Occupation Licence and therefore, legally, they cannot be occupied. He stresses that although evictions cannot be ruled out in order to comply with the law, detailed investigations would be carried out into the occupants' situation before the decision was made, to ensure that their rights are upheld, and that this could be a long and slow process.

Meanwhile, the Junta de Andalucía intends to go ahead with its plans to withdraw town planning powers from Marbella for a period of five years, although it insists that this will not affect the management committee, which will still be able to grant building licences as long as they conform to the regulations, and the situation can be reviewed after the next local elections, which are to be held in May 2007.

Costa del Sol - More Alleged Town Planning Disputes

A case has been brought up against 3 mayors, councillors and secretaries of various departments of Tolox, Benalmádena, Gaucín and Manilva by Málaga’s public prosecutor for suspected town planning crimes.

The case in Tolox affects the Partido Andalucista Mayor, Juan Vera, plus the municipal secretary and the architect. The prosecutor cites 15 suspected illegal developments, which would involve 2,000 homes. The Mayor of Gaucín and four Town Hall councillors have been denounced for a town planning agreement made between June 2004 and February 2005 which the prosecutor considers goes against town planning regulations. In Benalmádena the independent Mayor Enrique Bolín, has been denounced for a licence granted to construct a building in Le Leala in 2004. In Manilva, Antonia Muñoz, of Izquierda Unida, is accused of granting planning permission against the local development plan during her time as town planning councillor in 2004, despite technical reports advising against it. She is said to have signed the permission in a Mayoral decree.

Mijas Pueblo - Town Improvements (For the Donkeys Too!)

Mijas council is carrying out several improvements to the centre of the village, and has built a new road to provide better access to the car park. The 10 metre-wide road from El Compás will normally be for one-way traffic only, but the police may allow two-way traffic when there is severe congestion in the village. The donkey-taxis are also being moved to a new site a few metres away from their existing one, and a shelter is being made in the car park to protect them from the sun. These works will cost an estimated 180,000 euros.

Antequera - Two And A Half Hours To Madrid!

By the end of this year it will be possible to travel between Antequera and Madrid by train in just two hours and twenty minutes, thanks to the opening of the first 100 kilometres of the new AVE high speed railway line. At the moment, the journey takes three hours. When the rest of the line is opened next year, the same trip will take only an hour and three quarters, while travellers between Málaga and Madrid will be able to make the journey in two and a quarter hours instead of the four hours it takes at the moment.

Benalmádena – Summer Facelift

The municipal maintenance service is carrying out eight different projects this week in preparation for the summer. Already finished is the new 250-metre balustrade on the Paseo Maritimo between the Best Benalmádena Hotel and the Torrequebrada Casino. Other projects include roadworks at the Viborilla beach and in Benalmádena Pueblo; improvements to street lighting in Nueva Torrequebrada and Arroyo de la Miel; paintwork around the Castillo de Bil Bil and the addition of pavement ramps in the Bonanza square area to allow better wheelchairs and pram access.

Benalmádena – Golf Course Inaugurated

The mayor of Benalmádena, Enrique Bolín, inaugurated Benalmádena Golf on Friday. This is the first municipal golf course of its type on the Costa del Sol, and it has been built on 10 hectares of council-owned land at a cost of 3.5 million euros. The golf course, which has been open to the public for nearly a year, has a special system which uses rain water for irrigation, and can store up to 6 million litres at a time. There is also a public golf school, and the councillor for Sports says Benalmádena Golf is creating considerable interest, as the local authority receives an average of 200 enquiries a day about this new golf course.

Marbella – Owes 200 Million Euros

The commission managing Marbella has to work out a repayment plan with the main creditors and to try to reduce costs. Its president, Diego Martín Reyes, has been to Madrid to talk with the social security and tax offices to try to ascertain the exact amount owed. Years of mounting debt mean that Marbella owes at least 200 million euros, most due to the social security office.

Málaga Airport – Latest Luggage Technology

Málaga airport's new passenger terminal is to have latest generation computer technology for handling luggage. With a capacity of 20 million passengers per year – twice the present figure – and 84 new check-in desks, the volume of suitcases, golf clubs, push chairs, hat boxes and other items to be stored in the hold will grow correspondingly.

To accommodate the increase, the Ministry of Development has licensed a project for the handling and inspection of luggage at Málaga with a price tag of 37.2 million euros over a period of 20 months. The system to be installed is similar to those already in use at Madrid Barajas airport, where 16,500 suitcases are handled every hour, and at Barcelona El Prat. It will be ready when the new terminal opens in two years.

Computers are used to activate a chain of robots which route the luggage from the check-in desks to their corresponding flights, with a considerable savings in time and manpower. In addition, the system is less prone to human error so minimising the potential for cases to become lost or loaded onto the wrong flight.

In addition to the baggage handling systems, two electricity generating plants are soon to be contracted to ensure adequate power for all the new installations. The first will be in service by next January.

Cabo de Gata – Controversial Hotel To Be Demolished

A controversial beachfront hotel being built in the natural park of Cabo de Gata in Almería will be bought up and demolished, the Andalusian regional government announced Wednesday, in a move trumpeted by environmentalists as a “victory” for the protection of Spain’s southern coastline. The Seville government said it will pay 2.3 million euros for the land on which the 21-storey hotel is being built, 20 meters from the beach of El Algarrobico. The construction firm behind the project announced it will take the case to the courts, arguing that the regional government and the local town hall had both approved the project.

Nerja – Plans For Axarquía Blocked

The approval on Tuesday last week of the POT territorial plan for the Axarquía region mean that plans to build 993 homes and a golf course in the La Coladilla area of Nerja, on the site of an old Sugar factory will have to be shelved. The land is now classified as ‘interés territorial’ which means no building can take place on it.

The PP Mayor of Nerja, José Alberto Armijo, has claimed the regional government has been blocking development in the town, but there were several reports against the plan. Both the Regional Environment and Culture department had issued reports saying the project was not viable, as it would affect the Sierra Tejeda y Almijara nature park, with a third of the area part of the parkland, and also because of the protective area for the Nerja Caves. The company Med Group which has already paid for the site will now have to look elsewhere. Headed by the Hungarian multi-millionaire George Soros, the company has recently also seen a similar projected halted for environmental reasons in Mojácar.

Spain – Inflation Rate Rising

Inflation rose in April 3.1 percent from a year earlier, holding steady from the previous month at a three-year high. These figures, released Friday by the National Statistics Institute, confirmed Spain as the country with the highest inflation in the euro zone. The sharpest price increases were registered in the areas of transport and home expenses, which are the most dependent on fuel prices. Prices of domestic services such as heating and waste disposal grew on average 7.2 percent on the same month last year, the INE said. Transport prices grew 6.7 percent from a year earlier and 1.5 percent from March. “The price of oil has been high for such a long time it ends up affecting other areas that aren’t strictly energy such as transport,” explained Deutsche Bank analyst Susana García Cervero.
