Estepona Nature Park - Future In Doubt

Estepona Council is studying a request from the Selwo nature park for the re-classification of 695,000 square metres of the 995,000 square metres which make up the park.

The park is losing money and the owners say it can only survive if construction is allowed on the land concerned.

Sports and Cultural facilities are planned as well as a development of luxury apartments and a commercial centre, which would allow the park to survive, they say.

Estepona - Chiringuitos On The Move

The future of some of Estepona's beach bars is in doubt, because of a conflict between the Coastal Authority and the Town Hall over whether they should be permitted to remain on the beaches. The Coastal Authority, which is part of the Ministry of the Environment, wants the 'chiringuitos' to be moved off the beaches and onto the seafront promenade, but the council says this is not feasible in all cases.

An agreement has been reached between the Coastal Authority, the council and the Málaga Business Association, under which all the bars on beaches outside the town centre will be relocated on land owned by the local authority which is currently used to house beach equipment, apart from four bars which are located close to the seafront on very wide beaches and which are being allowed to remain where they are.

The problem is the eight 'chiringuitos' on La Rada beach, in the town centre. The Councillor for Beaches, Antonio Gómez, says they are all at the back of the beach, next to the promenade, but they are on the sand, and the Coastal Authority insists that five of them must be moved. Sr. Gómez says the council intends to fight against the ruling, because it would be impossible to move the bars - some of which are 150 square metres in size - onto the promenade

Coín - New 20,000 M2 Park

The zone surrounding Coín's Nacimiento natural spring is to become a 20,000-square-metre park for the enjoyment and recreation of the town's residents and visitors. The Town Council has approved a 514,000-euro project to beautify the site, known as Los Llanos del Nacimiento, and create a visitor information centre.

The Nacimiento site already has a small park area, including two ponds filled by the water as it flows from the natural spring. The improvement plan calls for the creation of waterfalls and other features, and the site will be replanted with trees like poplars and willows.

Coín residents will also soon have improved access to another of the town's outdoor-recreation offerings. The Town Council has earmarked 8,800 euros for the creation of trail signage in the open space between Albuqueria and Barranco Blanco, a popular hiking area that until now has lacked trail markers indicating the different walking routes.

Málaga Airport - Limiting Traffic Chaos?

Málaga airport has come up with new plans to try and limit the effects on travellers of the building works currently causing traffic chaos and other problems at the terminal.

The problems have arisen as work to build a new car park has now coincided with the work to build a new terminal.

A statement from the airport says that passengers will note improvements from this week. More people have been employed to guide traffic, access roads have been widened, and 600 new parking places have been created. The bus which runs between the car park next to the control tower and the terminal will now run more frequently.

Cártama – Local Plans On View

Estepona Town Hall has received official Junta de Andalucía certification for the municipal apartment-rental agency it is setting up. Apartments made available through the programme will have rental prices below market value, with a maximum of six euros per square metre. Apartment owners who list their properties through the service will benefit by the Town Hall guaranteeing monthly rent payment and providing insurance to pay for any damage to the apartment.

Berlin – International Tourism Fair

Germany hosting the World Cup in June is doing nothing to deter optimism on all sides about tourism from the country to Andalucía this summer. Representatives of tourism authorities and businessmen and women in the sector are in Berlin this week for the international tourism fair (ITB), the largest of its type in the world, to confirm the recuperation of the German tourism market, which started to pick up last year, and promote the region.

The chairman of the Costa del Sol Tourist Board, Juan Fraile, stressed that this market, the second most important one on the coast (coming only after the British) was flourishing. He mentioned a report that had been drawn up by the Planning and Development Company, which shows that German tourism on the Costa del Sol started to recover in 2005 with regard to visitors staying at hotels, the number of overnight stays and the entry of tourists through the airport, with growth of over four per cent, reversing the falling off in the market in previous years. The study also points out that last year 600,000 German tourists passed through Malaga Airport, a record figure, showing growth of 11.5 per cent compared with 2004. The Costa del Sol was the point of entry into the country of eight out of every ten Germans last year.

The Costa del Sol is one of the top destinations in Spain for German tourists, where they are attracted by the sun and the beach, or because they have a home of their own in the area. In the municipality of Torrox, on the eastern Costa del Sol, there are, for instance, 2,220 German residents, representing one in seven of the population. In fact, of the over 600,000 Germans who arrived at Malaga Airport last year only 262,000 stayed in a hotel in the province, an increase of 4.15 per cent. This volume of visitors translates as 1.3 million overnight stays in hotels on the coast, 6.8 per cent more than the previous year. This shows that the trend swung in the opposite direction after falling figures since 2001.

Estepona – Building Licences To Be Checked

Between 12 and 15 million euros is the sum that the Finance Department at Estepona Town Hall expects to be able to pay into the municipal coffers once the Tax on Building Work, Construction and Installations has been revised. Around 4,000 licences issued in the last four years will be checked to establish whether the amount paid was really correct.

This amount is based on the real cost of the building work in question. “Imagine that a developer comes to the Town Hall with a scheme for 50 homes, for instance, and he says that it’s going to cost, let’s say, six million euros”, said the councillor in charge of the department in question, Manuel Reina, to explain the way that the tax is levied.

“The developer is obliged to pay 3.5 per cent of this estimated cost in tax and 1.1 per cent for the issue of planning permission. However what happens is that, once the building work has been completed, if the true costs are the same as the estimate it is sheer coincidence.” In fact the final cost of building work is usually 20 per cent higher than the initial estimate, so the tax due is more than the amount that has actually been paid.

With this inspection, which will start in about six months’ time, the aim is to study every single licence issued in the last four years - which is the maximum period of time allowed by law for the application of changes to amounts due. The final cost of each piece of building work will be estimated and the tax due corrected in each case.

Reina pointed out that of the 4,000 licences affected by the inspection, in 90 per cent of the cases the correct amount will not have been paid. “We don’t want to put developers and builders into a tight spot but simply get them to pay according to the real cost of building work carried out and not less”, said the councillor, who also stressed that developers and builders will be able to make claims if they are not in agreement with the new sum claimed by the council in tax.

In addition there is the tax on minor building work that householders have done for repairs or remodelling on their homes. In the last four years the Town Hall has collected around 50 million euros for the tax in all cases.

Fuengirola - New Bridge Opens

The new pedestrian bridge over the Fuengirola River has now been opened for use, allowing walkers to stroll the entire length of the town's coastline along the Paseo Marítimo. The opening came just a day after Town Planning Councillor Ana Mula visited the site to protest that the Coastal Authority had not opened the bridge despite construction having been completed weeks earlier.

Fuengirola - 750.000 Euro Project

Fuengirola Council has drawn up plans to improve Calle Párroco Jiménez Higuero in El Boquetillo area of the town, which runs between the Avenida de Mijas and the Camino de Coín and is where the Courts and the San José church are situated. The cost of the project will be 750,000 euros, and the plans include planting 60 new trees along the street.

Málaga – Good News for Hotels

Málaga province had more hotel clients than any other province in Andalucía in January, with a total of 199,849. Hotel occupancy was 38.25%, and was only second to Granada’s at 46.55%. The average length of stay in Málaga was 3.67 nights, beaten into second place by Almería with 4.03 nights.

San Roque – Tourism Projects

San Roque Town Hall has applied to the regional government for grants towards the 490,000 euro cost of five projects to improve tourism-related infrastructure. These include new lighting in Guadarranque district, signs on the dual carriageways and urban centres, new computer equipment, and planting out and irrigation of the roundabouts on the Torreguadiaro bypass.

Ronda - New Foreign Residents Office

A new ‘Foreign Residents Office’ has been opened in Ronda with the aim of assisting non-Spanish residents with administrative or legal procedures, and has enlisted an interpreter to provide these services. The new office, which is currently open only on Fridays, is located in the Juan Carlos I Civic Centre in the Padre Jesús area.

Spain - Drop in Property Inflation

In its latest report on the Spanish real estate market, BBVA (one of Spain's biggest banks) has forecast that the rate of Spanish property inflation will fall to 5% - 6% in 2006, down from 12.8% in 2005, with the biggest fall in growth rates taking place in the resale market (as opposed to new build), whilst Don Piso, one of the largest chains of estate agencies in Spain, forecast that Spanish property inflation will be below 10% in 2006, but stress that in real terms, prices will continue to rise.

Alhaurín el Grande - Major Improvements

Alhaurín el Grande town centre is now undergoing a major improvement scheme and the works will continue until next year. The mayor of Alhaurín, Juan Martín, says the projects are to be carried out in three phases, the first of which is already under way and the second of which has just begun.

These parts of the scheme include making Calle Real a pedestrian street, improving Calle Puerta de la Villa and beginning improvements to Calle Convento, and laying new pavements in Calle San Sebastián, as well as incorporating new car parking facilities. The third and final phase of the project, which involves further improvements to Calle Convento, will not be carried out until late May, after the Día de la Cruz, which is the grand festival of the 'Green Brotherhood', and improvements to Calle Cruz will also be carried out after the Día de Jesús, which is the grand festival of the 'Purple Brotherhood'.

Juan Martín also indicated this week that the final part of the works in Calle Convento will begin in August, and improvements to Calle Piedra and Calle Callejoncillo will begin in November.

Genal Valley - Improvement Proposals

A new road is to be built between the coast and Ronda, as an alternative to the San Pedro de Alcántara route, and it will pass through the municipalities of Alpandeire, Parauta, Igualeja and Pujerra. The road has been included in draft plans for the future of the Genal Valley, and five different proposals have been made to create access roads by using former farming tracks. The plans for the Valle del Genal also include the construction of theatres in Benarrabá and Parauta and an auditorium in Genalguacil, and new sports facilities in Benadalid, Cartajima and Algatocín. The local authorities of Júzcar, Algatocín and Gaucín will reserve land for medical centres, and Alpandeire, Gaucín and Jubrique are also to have improved tourist facilities. Under the plan, the villages of Igualeja, Jubrique, Júzcar and Cartajima will have specialist information centres and a centre for agricultural produce is to be built in Pujerra.

The Consortium of the Genal Valley is also keen for the area to be part of the International Biosphere Reserve, which includes environmentally protected land in Africa and Europe. The mayors of the 15 municipalities of the Genal Valley now have one month in which to study the draft plans and to make any suggestions regarding amendments. About 9,000 people live in the villages in the Valley, and recently many of them set up an action group to pressure the authorities to make improvements in the area. At the moment they are concentrating their efforts on the works which are being carried out on the road between Ronda and Gaucín.

Cártama - Population Will Double

Cártama's local development plan (PGOU), now approved after two years of debate, foresees a doubling of the town's population in the next ten years. The Town Council finally gave the plan a green light last week, with Mayor José Garrido explaining that it hinges on three major metropolitan projects – the food technology park, the regional hospital and a zone of logistic activity. The road network will be improved with a major new link between Cártama Pueblo and Estación de Cártama, traffic congestion on the main Alhaurín and Coín roads will be addressed, and previously announced projects, including the sports centre, a commercial zone and a leisure area will also go ahead.

As many as 19,000 new houses are expected to be built during the next decade. Residential development land will have a density of 35 houses per hectare, while the plan says that the town should have 13.28 square metres of green zone per inhabitant, against the present figure of just 3.5 square metres. A new cemetery and crematorium, a new police headquarters and a dedicated lorry-park are also envisaged. However, opposition councillors said that the residential model proposed would increase the price of land making it more difficult for local people to buy property.

Benalmádena Town Hall has announced the ticket prices on the new in-town bus service, set to launch on March 1. Single tickets will cost 1.10 euros, while 10-ride vouchers will be available for 6.50 euros, a 41 per cent discount on the single-ticket price. Students and pensioners will get even greater discounts, with a student 10-ride voucher costing 4.00 euros and pensioners paying just 2.80 euros for the 10-pack. On the inaugural day of the new service all rides are free.

Málaga Airport - New Access Road

The Spanish government has begun to put into effect the initial stages of a plan to build a new access road to Málaga Airport, even though the project has not yet been included in Málaga's future Urban Plan. The 1.7 kilometre road will run between the dual carriageway at Guadalmar and the southern part of the airport, and will alleviate traffic congestion on the only existing access, Avenida García Morato.

Despite it not being included in the Urban Plan, the Ministry of Public Works considers it to be a project of general interest, in which case the Ministry has the authority to go ahead with it anyway and the Council cannot stop it, but this could cause bad feeling with the local authority, which wants to build an access from the north and considers a southern link road unnecessary. Another road is essential, because the dual carriageway is currently used by over 30,000 vehicles a day and drivers caught up in traffic jams caused by an accident or flooding are often unable to reach the airport on time. The Ministry's project would cost 18 million euros, of which 100,000 euros has already been allocated in this year's budget.

Málaga - Metro Ready in 2008

Following claims earlier this week that the Metro tunnels would be completed next year under a new plan for simultaneous construction in many points of the city, news is now that the lines will still not be operational until 2008.

The reason, apparently overlooked by the mayor Francisco de la Torre, is that the trains will not be ready. The company CAF will take until then to provide the 14 trains which will run on lines one and two.

Andalucía - Increase in American Tourists

The main United States tour operators are predicting a 35% increase in American tourists visiting Andalucía over the forthcoming years. A new agreement has been signed with the regional tourist board and the tour operators with the Junta investing 800,000 € in promotion in the United States.

Málaga - Increase in Cruise Liner Passengers

The contract to run the maritime dock at Málaga will be put out to tender next month. The new facilities for cruise liners will come into action in 2007 and is expected to see 560,000 passengers a year.

This year 213,000 cruise line passengers are expected, according to the Málaga tourism board, representing a slight recovery from last year’s figures.

Costa del Sol - Top Spanish Tourist Towns

Torremolinos and Benalmádena are the top choices for Spanish tourists staying on the Costa. More than half of the Spaniards who holiday on the Costa del Sol stay in one of the two towns, according to a provincial government report. The next most popular Costa town for Spanish holidaymakers is Fuengirola, followed by Marbella. However, for day visits the two most popular towns among Spanish tourists to the zone are Ronda and Mijas Pueblo.

Cádiz - More British Buyers

Traditionally the majority of the properties in the province of Cádiz sold to British buyers have been in the beach resorts of Chiclana and Conil. Now the trend is changing and the so-called ‘second line’ of inland villages such as Benalup, Medina Sidonia, Vejer and Alcalá de los Gazules are now being strongly marketed to overseas buyers.

Indeed it is not just the British who are being wooed to these inland locations. Estate agents in Ireland, Germany, Holland and Belgium are also actively selling properties just a short drive from the coast. These villages are attractive to overseas buyers because of their golf developments, peacefulness and outstanding scenery.

Many retired Britons, Germans, Dutch and Belgians, married and aged over 50 are now heading for Benalup, which has seen more than 400 new homes built in recent years. Likewise Medina Sidonia has more than 1,500 new properties whilst Alcalá de los Gazules and Vejer have more than 450 each.

There are several other factors that make these locations attractive to the new influx of buyers. Much investment has been made in these inland villages in creating luxury golf and leisure developments. At the same time the improved roads mean that whilst the homes are set in the countryside they are just a short drive from Sevilla and Jerez airports which have direct flights to the UK and other European countries.

Torremolinos – 12.000 new homes

Torremolinos is to increase in size. Last week the Council approved plans for the construction of 12,650 new homes to the north of the A-7 highway in La Leala and El Pozelo areas, of which 30% will be local authority housing.

Estepona – New Street

Estepona Council is building a new street that will mean that people in the Blas Infante and Pablo Picasso areas of the town will no longer have to cross Avenida de Andalucía. The 200 metre street will run between Avenida Litoral, near La Cala River, and Pablo Picasso district.

Fuengirola – New Town Hall

The Mayor of Fuengirola, Esperanza Oña, and the Town Planning councillor, Ana Mula, visited the site of the new town hall building recently and reported that the works are progressing to schedule and were not affected badly by the strike by quarry and construction workers a few weeks ago. If all goes well, the new town hall should be open by the end of this year, and the mayor promised that the Council would keep local people informed about progress in the project, and, once it has finished, would hold a series of Open Days during which local residents could have a look round their new council building.

Nerja – Motorway

The motorway which will eventually link the provinces of Málaga, Granada and Almería along the Mediterranean coast has progressed a little further. Last week the Ministry of Development gave the green light for work to be started on four new stretches of the A-7. This means that only one of the 11 sections into which the Nerja-Adra motorway is divided - the one from Almuñecar to Salobreña - is still pending. Construction work is either being carried out or about to start on the rest.

The section where work is currently the most advanced is the one from Maro to La Herradura.

When the motorway has been finished it is estimated that the average journey time from Málaga to Almería will be cut to two hours.

Mijas – Taxes

Mijas Town Hall has announced that it will not raise municipal taxes and fees this year, meaning residents will see no increase in their payments for rubbish collection, vehicle taxes and other local fees. In addition, the Town Hall has lowered the co-efficient it uses to calculate IBI real estate taxes, from 0.67 to 0.57, in order to offset the increase in assessed values applied by the Tax Ministry. The Town Hall expects to collect a total of 24.5 million euros in local taxes and fees this year.

Torrox – Upgrades N-340

Torrox Town Hall has announced plans for an ambitious development of the old N-340 coast road east of the town centre. A five kilometre stretch, running from the mouth of Torrox River as far as the border with Nerja, will be redeveloped and improved. Five new traffic roundabouts, the replacement of underground service pipes, 27,000 square metres of gardens and 800 trees are included in the outlines announced last week.

Vélez tram - may run to Rincón

A proposal to extend Vélez-Málaga’s new light transport system as far as Rincón de la Victoria is a step closer. The Public Works department of the Junta de Andalucía and Vélez Town Hall have been studying the possibility of signing an accord on the project’s viability, with the intention of developing it this year.

At present, the new tram system, due to be inaugurated in a few weeks, runs south from Vélez to Torre del Mar. A small extension at the Vélez end has already been contracted, but a link as far as Rincón, with the possibility of a future interchange with Line 3 of Malaga’s new metro system, would be a major development. A promise from Public Works department at the Junta last week will now see the city’s future transport system extended as far as Torre de Benagalbón. According to Vélez mayor, Antonio Souvirón, tracks for the tram development could be laid on reserved ground which runs alongside the old N-340 coast road. He added that a bike lane could easily be included at little extra cost.

Meanwhile, a radical plan to reduce chronic traffic congestion in Torre del Mar is under consideration at Vélez Town Hall. A project to construct a tunnel below the present route of the N-340 through the town centre has been cost at almost three million euros. The tunnel would for run 230 metres between Princesa and Las Yucas streets.

Costa del Sol - residential tourists

Latest figures indicate that the Costa del Sol is losing residential tourism to the Costa Blanca, and newcomers Murcia and Almería.

Although the Costa del Sol will keep its leading position, promoters now say that there will be a reduction in the rate of construction of tourism complexes for second homes in forthcoming leads.

Latest data shows that the average price of a holiday home on the Costa del Sol is now 413,000 € - that’s 7,000 more than the national average.

Bellavista del Rio – New Development
